I completely agree with "Personilized Gift" the relevance of paid link depends on how it is relevant to us. E.g. I've seen lot of websites that have paid links get higher ranking for keywords than other websites. So, lot of websites are into paid link services as there's market for that.

There is no doubt that it works, its just weighing up the pros and cons. You will rank very well if you do buy them but there is the potential of getting caught and black listed and if you have an online business this could be detremential to its survival

Well that's one way to look at it. I've been to many forums with this being the hot topic of discussions and everyone seems to be afraid of the big G. Bottom line is everyone wants to make money, everything else is relative - depending which side of the fence you are on.

As per my view, paid links will only affect if it is not relevant and purchased to take benefits of link juice only.
